About Provincial Nominee Programs
Every province and territory outside Quebec runs its own Provincial Nominee Program (PNP). A nomination is worth 600 points in Express Entry — enough, on its own, to guarantee an invitation — and the provinces also run non-Express-Entry streams for workers with a job offer, for graduates and for business owners.
The provincial landscape changed sharply in 2026. Ontario closed all nine of its old streams on May 30, 2026 and replaced them with a single Ontario Workforce Priority Stream, where candidates with a full-time job offer (or self-employed physicians) are ranked on a 132-point expression-of-interest grid. British Columbia scores registrants out of 200 and invites by category — Innovate (high-impact economic roles), Care (health, childcare, veterinary) and Build (construction trades). Alberta, Saskatchewan, Manitoba, Nova Scotia, New Brunswick and Prince Edward Island each have their own criteria and their own quotas.
Because the right answer depends on your occupation, your wage, where you are willing to live and whether you already hold Canadian status, we review every PNP across the country before recommending one. Chasing the wrong province wastes a year.
Who it is for
- Workers in Canada on a work permit with an employer willing to support a nomination.
- International graduates of Canadian colleges and universities.
- Skilled workers abroad whose occupation is in demand in a specific province.
- Business owners and senior managers with the net worth to open or buy a business in a province or region that needs it.
Requirements at a glance
- Ontario Workforce Priority Stream: a full-time, permanent job offer in Ontario from an eligible employer (TEER 0–3 with CLB 6 and a post-secondary credential, or TEER 4–5 with CLB 4), scored on wage, Ontario experience, earnings history, status, education, language and region.
- BC PNP Skills Immigration: a B.C. job offer, scored on experience, education, language, hourly wage and location; recent category draws invited from 76 to 131 points.
- Alberta, Saskatchewan, Manitoba and the Atlantic provinces: typically a provincial job offer or connection, CLB 4–7 depending on the stream, and settlement funds.
- Business streams: generally a net worth of CAD $300,000 to $600,000 or more, a qualifying investment and a business plan — figures differ by province.
- For Express Entry-linked streams: an active Express Entry profile that meets a federal program.
How FRBD helps
- A cross-Canada eligibility review — not just the province you had in mind.
- Employer support: we explain the employer's obligations and prepare the employer-side forms where the province requires them.
- Expression of interest scoring and timing so you register when your score is strongest.
- The nomination application, then the federal permanent residence application that follows it.
- Nominations that are refused or withdrawn: review and, where there are grounds, a challenge.
Provincial criteria verified on November 2, 2026 (Ontario page updated October 27, 2026; B.C. invitations updated October 29, 2026). Quotas and draw scores move monthly.

Questions about Provincial Nominee Programs
All provinces and territories outside Quebec. Most of our provincial files are in Ontario and British Columbia, where our office and our employer contacts are, but we open files in Alberta, Saskatchewan, Manitoba, Nova Scotia, New Brunswick and Prince Edward Island when that is where the client fits.
Ontario revoked the Employer Job Offer streams, Human Capital Priorities, the French-Speaking Skilled Worker stream, the Master’s and PhD Graduate streams, Skilled Trades and the Entrepreneur stream on May 30, 2026. The Ontario Workforce Priority Stream is now the only way in, and it is built around a job offer from an eligible Ontario employer.
No. A nomination is the province telling IRCC that it wants you. You still file a permanent residence application with IRCC afterwards, through Express Entry (fast, with 600 extra points) or through the paper-based process (slower).
You can register expressions of interest in more than one province, but you must genuinely intend to live in the province that nominates you, and you should not accept a job offer you do not plan to take up. We advise on this carefully — a misrepresentation finding carries a five-year ban.
