About Non-Standard & Complex Matters
Some files do not fit a program. A client who holds two passports and has lived in four countries. A business owner from a sanctioned jurisdiction whose funds are legitimate but hard to move and harder to document. A family that arrived under the Canada-Ukraine emergency measures and now needs a permanent route. An investor who wants to buy a Canadian business and understand the immigration consequences before signing. A previous representative who made a mess.
FRBD’s practice was built on these cases. Farbod Tahriri has fifteen years of experience with complex economic immigration and with clients from Iran, Russia, Türkiye and other countries where banking, document authentication and security screening complicate every step. The firm’s in-house counsel handles the legal exposure; the immigration team handles the strategy.
We accept these files case by case after our assessment, and we are selective: our preference is for routes that end in permanent residence, and we do not take a matter we do not believe we can carry through.
Who it is for
- Clients from sanctioned countries or with sanctions-related banking and source-of-funds issues.
- Dual nationals and people with complicated residence and travel histories that must be presented coherently.
- Ukrainians who came under CUAET and need the next step: a work permit extension, a provincial nomination, Express Entry or sponsorship.
- Business owners and investors who need an immigration plan alongside a Canadian acquisition or expansion.
- Applicants with a previous refusal, a misrepresentation allegation or a file damaged by a former representative.
Requirements at a glance
- A full picture: every passport, every residence, every previous application and decision — we cannot plan around what we do not know.
- Source-of-funds documentation that can be verified, even when the banking route is indirect.
- Security-screening awareness: realistic timelines for clients whose files will be referred to partner agencies.
- A willingness to follow a plan — complex files are lost by improvisation.
How FRBD helps
- A written strategy before any application, with the realistic options ranked by probability and time.
- Source-of-funds and net-worth files that satisfy IRCC and provincial program officers.
- Coordination with corporate, tax and banking advisors on business acquisitions and investments.
- CUAET transition planning: permits, provincial routes and federal routes compared.
- Repair of damaged files: withdrawal, correction, disclosure and the applications that follow.
We verify the specific rules that apply to your matter at the assessment stage; many of these cases turn on program details that change without notice.

Questions about Non-Standard & Complex Matters
A client who is a citizen or resident of a country subject to Canadian or international sanctions, or whose funds pass through sanctioned banks. Sanctions do not bar immigration in most cases, but they make source-of-funds and payment logistics difficult. We have handled this for years and know what officers and provinces will accept.
Start now. Depending on your work history in Canada, your language results and your family, the options include a provincial nomination, Express Entry (Canadian Experience Class), sponsorship by a Canadian spouse, or an extension. Fill in our assessment and we will map the route and the deadlines.
Usually. The first step is to obtain the complete record — the application as filed and the officer’s notes — and find out exactly what was said. From there it may mean a corrected application, a disclosure to avoid a misrepresentation finding, or a complaint and a fresh start. We will tell you which.
In the immigration context, yes: business plans and progress reports for Start-Up Visa and provincial entrepreneur files, due diligence on the immigration side of an acquisition, and coordination with your accountant and lawyer. We are not a general management consultancy.
